REGULATIONS PLAN FOR WILD SALMON AND SEATROUT IN THE NORWEGIAN WATER SYSTEM

We have made a start on a proposition of a regulations plan for wild salmon in Norway and we would love to receive comments and criticism from all of you out there. Any tips, arguments and disagreements will give us a wider view and will ultimately enable us to perfect this plan as good as possible. We want to present our definitive proposition to the government early in 2010.


Introduction
This regulation plan should not be considered as final. It is intended as wake-up call and a guide line to responsible authorities and our government. This proposition comes from two friends who are passionate fly-fishermen. It is from this passion that we gained our experience and vision, that may seem a bit extreme, but would probably be effective to protect the wild salmon.

We both have a wide range of corporate experience, were management and budgeting have been a key to success. We wish to project our potential to regulation of wild salmon. We have nothing to benefit from this, we solely have the interests of the wild salmon at heart.


Goal

We have two simultaneous goals with this proposition:

1. Protect the wild salmon and seatrout in Norwegian waters.
2. Economical expansion of communities from managing wild salmon and seatrout Protection of wild salmon and seatrout.

The following rules should take effect immediately:

1. No wild salmon in Norway shall be killed in the next 5 years, with an exception of scientific purposes. Sports fishing can be continued with equipment that allows the catch to be released. Catch and release will be a natural part of the regulations. New rules have to be applicable before the season starts on June 1st 2010.
2. All types of fishing that risk fishing on a blend salmon tribes will be forbidden, effective immediately.
3. All sea fishing will stop and all rights to fish in the sea or along the shore will be withdrawn or put on hold for an undetermined period of time.
4. A set of new, permanent rules should become effective in the summer of 2014.



Economical expansion of communities from managing wild salmon and seatrout

The following proposition should be effectuated:

1. All Norwegian salmon rivers will be united in a national governing authority. This authority will control and regulate a budget that will be divided among the rivers’ exploiters to support investments that will contribute to - or guarantee the wild salmon’s existence and/or survival.

2. Every single river will be controlled by a single exploitation company. These companies will be owned by today’s land owners and those that have rights to the rivers. The share in the available funds will be based on the amount of reported catch in the past 3 years.

3. The rivers will be divided in sections to create an ultimate situation for sports fishing. Today’s natural borders will no longer be valid for future fishing.

4. Every river will have a council to regulate the fishing spots, the amount of fishermen per spot, optimize the community’s economy and behave as an advisor to local commerce others who plan to invest in tourism.

5. All renting will be handled through a united system for the entire Norwegian watersystem. Renting will be mainly done on a week to week basis. Tourists have to pay for, where or whenever possible, transport, housing, food, perhaps boats and guides. Not very different from the way ski resorts exploit their mountain.
If this is not realistic for whatever reason, then passes can be sold on a day to day basis.

6. Norwegian citizens will be able to purchase fishing passes at a reduced rate, similar to the prices that they have been paying until now. Every council is obliged to reserve passes for 1/3 of the fishing season to this purpose.

7. Councils can exploit 2/3 of the season to the highest bidder. One person can buy one pass, giving him/her the right to use one rod. It is not possible for one person to buy a multitude of passes so that he/she can fish with more than one rod. All passes that haven’t been sold to tourists, will become available for Norwegian citizens, again at the reduced rate.

8. After 5 years with catch and release, only in rivers where scientists have confirmed the salmon tribe healthy, Norwegian citizens will be allowed a buy quota in the same way that hunters can buy quota. These quota apply to the entire country. Reporting catch will happen immediately with the use of a computer or a telephone, so that the salmon population can be controlled and the ’killing’ of fish can be stopped immediately when the quote of the particular river has been reached.

9. Tourists can only fish catch and release.

10. The income that is derived from the sale of quota will go 100% to the national governing authority as described in point 1. This money will thus contribute to the budget to support investments that benefit the wild salmon.

After 5 years of Catch and Release, should be allowed tourists to catch one fish per week (for example)for eating purposes only but taking catch back to your homecountry should be considered illeagal.

Size of fish that can be taken for food should be told on regulations as it has been used in many rivers nowdays. For example Fish under 80 cm and over 60 cm are allowed to be taken or only male fishes etc.

In my oppinion this would preserve the continuity of money flow that tourists bring to norwegian rivers and villages/cities.

Good plan in general but alowing locals to catch & kill but tourists to only catch & release doesnt seem like a good idea to med. The tourist play a crucial part in the survival of the salmon and trout since they bring a lot of money into the comunities. And money seems to be the only language politicians understand. Disalowing catch & kill for tourists but still expect them to travel all the way seems to be a little too much to ask for.
You would acctually be punising the wrong ones. Its not the tourists that are to blame but the salmon farms, power-dams, politicians and the fishing industry. Many species in this world have already been saved from extinction with the money from paying tourists.

Keep up the good work guys. Our River Dee has used a voluntary catch and release code for our river since 1994. We now have 98% of all salmon caught and released. We reached out low point with stocks in 1999 and these have increased since then from 2,700 to 6,800 rod caught salmon.The critics said it would ruin our river-well they were wrong our bookings are very healthy and catches are in line with the 50 year average. This is a bold plan that will match the challenge at hand. I especially think the individual river council having power of regulation is a great idea. I also agree with a statement made above (by John Shutte) disallowing catch & keep for tourists. Tourism money is a large part of a sustainable sport fishery and completely banning catch and keep will 1) likely reduce that important source of income and 2) is not a major source of decline in salmon compared with farms and dams. A potential alternative would be allowing tourists to keep only when a hired guide is present. This not only ensures greater compliance with regulation but provides an incentive to tourists to hire guides further boosting local economies. Overall great plan though.

Heer in Rommsdal whe have a marweles see-trout fishery..fly fishing..but whith rotenon.. we have nothing yeth..10 yers then somthing come back..look in Istra ..side river of Rauma..Full of see-trout..After the ROTENON ..you dont see a fish in Istra..but after fiften year the see trout is back..so dont doo it again...no ROTNON

I think C&R system is great, how ever there are still too many tourist and locals that does not respect those laws, can you control that? And how that is done?

I know too many Norwegian fishing their "own" waters and killing every single june fish they land in Trondheim area. Maybe we need get severe penalties for those who brake the law.

I think Norway still needs tourist to come down and fish their beautiful rivers, but they need right kind of tourist. First we need to get salmon back in to the rivers.

Maybe after 5 years it could be possible to take one fish per angler but it would cost 200NOK per kg for angler, and fish would have to be male and under 80cm....money would go for river council and the money would be used on the river system.

I think the real problem lies in the sea areas and on the fish hatcheries.

BUT there is no point of making rules to brake them.

Norway has been like second home for me, my grandmother was Norwegian and its a shame to see what has happened for those rivers.

Keep up the good work and I hope we can find the way to save salmon and sea trout in Norway.
